The schedule for this position is Monday through Friday 40 hour work week with an occasional requirement to work additional hours in order to meet deadlines.

Job Summary

The Job Development Coordinator directs and provides oversight to the Lookout Ethical Employment Program, ensuring all participants receive pertinent service and that the goals and philosophy of the Society and programs are met while maintaining a minimal barrier, open door service to adults who are disenfranchised from other services. The Job Development Coordinator is responsible for building a network of placement opportunities for program participants. Other duties may include assisting with personnel management including hiring, and training. The Coordinator will assist with payroll and will support staff in their work performance. The Coordinator may assist with preparation of program budgets, monitoring and approving expenditures; providing required financial documentation; maintaining reports on statistics and services; ensuring all regulations including health & safety are met while providing direct service to clientele. The Coordinator is responsible for complying with and contributing to all aspects of health and safety program. Employees are expected to remain alert and attentive during working hours. Sleeping during shifts is not permitted. The Coordinator will liaise with businesses and local agencies as well as other employment services to identify work, peer, and volunteer placements for program participants.

Job Duties

Planning / Development

  • Participates as a member of the management team by attending meetings and serving on committees as required; liaises closely with other Lookout programs, ensuring co-ordination; co-operatively identifying and addressing service needs.
  • Provides administrative and program support to Program Manager and Navigators.

Program Management

  • Oversees, controls, and evaluates assigned service programs, ensuring that the Lookout values, principles, and philosophy are supported and the mandate of minimal barrier, nonjudgmental, flexible services is met.
  • Maintain data including names of participants, classes taken, placements made and graduates.
  • Oversees and manages the daily operation of the assigned service programs, ensuring all clientele receive the pertinent service; that the goals and philosophy of each program are met; reviewing and enforcing operating policy and procedures.  Recommends policy changes.  Liaises with community and government agencies to coordinate and support services and programs. 
  • Approach businesses and local agencies to determine potential job placement opportunities.
  • Works with job placement sites to develop customized job descriptions, understand expectations and resolve challenges.
  • Determine the job skills required for each position and liaise with LEEP navigators to ensure skills training is available.
  • Support job placement sites in “settling” program participants into the work, volunteer, or peer placement environment, including working with management and employees.
  • Work with LEEP Navigators and residential site staff to support program participants in their job placements.
  • Develops, implements, and maintains an effective, efficient Preventative Maintenance Program to meet financial needs as well as governing regulations ensuring the safety and security of the participants.

Human Resources Management

  • Administers established personnel policies and procedures and recommends policy changes.
  • Interprets and administers provisions of the Collective Agreement.  Investigates grievances; attends and participates in hearings and negotiations.  Disciplines and/or terminates employees as required.

Accountability / Deliverables

  • Keeps the Manager informed and prepares a variety of reports for the Manager, Executive Director and Director of Operations as well as a variety of agencies including government.
  • Assists in the preparation of the program budgets.  Maintains program budget control by following the management policies and procedures of purchasing, ordering, stock and inventory control.
  • Prepares and analyzes financial statements, cash flow estimates, and comparative expenditure statements monthly to make informed operating decisions.
  • Maintains service-related financial records, including of comfort accounts, petty cash, and donations.

Qualifications & Competence

 

  • Post-secondary education, preferably in Social Services or Health field, or comparable experience
  • Experience supporting individuals with employment goals.
  • Two years’ experience working in the community social service sector and unionized environment.
  • Experience with scheduling, payroll, budgeting, and human resources
  • Demonstrated knowledge of income assistance, affordable housing, and health resources.
  • Demonstrated knowledge of job development.
  • A First Aid Training Certificate is required
  • Criminal Record Clearance – Vulnerable Sector

Skills and Abilities:

  • Strong collaborative approach to delivering and developing programs and services.
  • Proven ability to lead and work with a staff team in a unionized environment.
  • Demonstrated experience collecting program statistics and delivering reports. 
  • Strong time management skills with the ability to manage a workload with multiple priorities.
  • Effective communication and conflict resolution skills
