Position Summary
The People and Culture Advisor supports the day to day administration, coordination and evaluation of Lookout’s People and Culture (HR) functions. Key duties and responsibilities include providing advice, expertise and support to the leadership team, including full-cycle recruitment, labour & employee relations, training and development, performance management, policy and legislation, collective agreement application/ interpretation, attendance and disability management and employee health & safety. This position requires travel throughout the lower mainland for meetings.
Job Duties
- Advises and guides Managers, Coordinators, and Directors in the application of the collective agreements and Society policies and procedures.
- Investigate step two grievances, discuss with Union reps and prepare correspondence and submissions for arbitrations, hearings and negotiations.
- Develop and revise HR tools, procedures and policy statements.
- Assists in preparing and maintaining the Society’s job documentation and job evaluation systems. Completes salary survey questionnaires.
- Conducts job analysis and prepares and revises job descriptions, as required.
- Explains benefits to employees; serves as a liaison between employees and insurance carriers including WCB.
- Develops and revises performance improvement tools, and creates/maintains tracking forms, appraisal documents and evaluative tools. Maintains a variety of templates such as advertisements, postings and notifications.
- Oversees job posting process. May participate in interviews for Union or Exempt vacancies. Conducts exit interviews.
- Ensures personnel records are maintained throughout the Society as per policy, including personal histories and performance reports. Ensures accurate and current statistics are maintained on all employee movements, retention to assist in effective people planning. Monitors seniority and various leave records. Monitors computerized scheduling and HR programs as required. Maintains employee standards. Liaises with Payroll for setup of Employee master file.
- Oversees the maintenance of employee personnel files; both electronic and paper, personal histories, reports and performance appraisals, ensuring timely and consistent administering and follow-up is completed by directors and Advisors of their respective staff.
- Creates, implements and evaluates recognition programs, kudos, for Lookout staff.
- Participates in various projects as requested; gathers and consolidates a variety of statistical information; provides summaries of data as requested.
- Creates, implements and evaluates the Society’s training program and/or facilitates the training of staff as required. Ensures the maintenance of training records and monitors to ensure required personnel certificates, licenses, etc. are kept current and are tracked.
- Participate in approved work-related workshops and seminars to promote and maintain professional development.
- Ensures that proper security procedures are followed in the handling and storage of all confidential material, ensuring compliance with FIOPPA and PIPA.
- Manages and places various Practicum Students, Canada Summer Jobs, and all volunteer placements throughout the organization.
- Ensures holiday donation budget, ordering, packaging and delivery of holiday gifts for guests, clients, and participants throughout the organization.
- Employees are expected to remain alert and attentive during working hours. Sleeping during shifts is not permitted.
- Responsible for complying with and contributing to all aspects of health and safety program.
- Performs other related duties, as required.
Qualifications & Requirements
- Post-secondary education in Human Resource management plus a minimum of 2-3 years of HR management and/or Labour Relations experience, or an equivalent combination of training and experience.
- Previous experience working in the Non-profit community sector
- Experience with implementing People and Culture systems
- Previous experience working in a complex, union environment.
- Knowledge of Employment Standards and the Human Rights Code.
- CHRP is an asset
- Trauma Informed Practice training is an asset
- Valid driver’s license and clean driver’s abstract. Owns a reliable vehicle.
- Must pass a satisfactory Criminal Record Check with Vulnerable Sectors Clearance
- Strong collaborative approach to building and maintaining effective working relationships
- Proven ability to interpret and apply policies, procedures, and collective agreement language
- Demonstrated ability to organize and prioritize tasks to meet multiple time based deliverables requiring a high level of detail and accuracy; persistent in overcoming obstacles
- Demonstrated experience collecting statistics, delivering reports and conducting investigations
- Strong time management skills with the ability to manage a workload with multiple priorities
- Effective verbal and written communication skills
- Demonstrated ability to implement directives with limited instructions or precedents.
- Valid OFA 1 First Aid Training Certificate is an asset
